Overview

The Village operates a public water system that serves roughly 310 residents. Water is drawn from two drilled wells on Grove Street, filtered to remove naturally occurring manganese, disinfected with chlorine, and stabilized with phosphate for corrosion control. Routine testing confirms the water meets or exceeds State and Federal health standards.

Rates & Billing (effective Q3 2025)

  • Minimum charge: $54.75 per quarter — covers the first 7,500 gallons (charged even if zero gallons are used).

  • Additional usage: $0.0075 per gallon above 7,500 gallons.

  • Debt Service Fee: $89.97 per quarter (assessed regardless of usage; funds the 2021 modernization).

  • Billing schedule: Quarterly (December, March, June, September). The new rates took effect starting after the June 2025 read until the September 2025 read; last week’s meter reading appears on the bills mailed this week.

  • Late Fee & Re-levy: A 10% penalty applies to unpaid bills. Unpaid water rents may be re-levied to county taxes, as per Village law.

Treatment & Testing
Because the local aquifer is naturally high in manganese, a removal process is used to meet drinking-water standards. The Village follows NYS and EPA testing schedules; annual reports are available for public review.

Weekly Service & Eligibility

  • Village-wide pickup is available to enrolled households only.

  • Pickup day: Monday morning (set out Sunday night). If Monday is a holiday, collection is usually the next day.

Stickered Bags in Required Totes (single program)

  • $5/sticker — available at Five Kids Bakehouse and the Gilbertsville Library.

  • One sticker = one clear trash bag up to 35 lb.

  • Place each stickered bag inside your Village-issued trash tote with the lid closed. (Loose trash is not collected.)

  • A separate recycling tote is provided for recyclables.

Recycling (what to place in the recycling tote)

  • Paper & cardboard (flatten; no food-soiled cardboard).

  • Metal cans (rinse).

  • Plastic bottles/jugs/tubs (generally #1–#2; follow labels on your tote).

  • Keep recyclables loose (not bagged), empty, clean, and dry.

  • No plastic bags/film and no “tanglers” (hoses, cords, chains, textiles).

Set-Out Basics

  • Put totes at the curb/road edge Sunday night; keep 3 ft clear around each tote and from mailboxes/vehicles.

  • Face tote handles toward the house; keep lids fully closed.

  • Remove empty totes the same day after service.

Green Dump Closed

Overview

The brush drop is temporarily closed to protect residents and the stream area and to bring the site into compliance with current rules. The closure followed a period when materials the site wasn’t intended to accept were left there, and later grading moved mixed debris toward the slope—conditions that require a controlled clean-up and clearer operating rules.

What We’re Reviewing

The Board is evaluating a simple, sustainable approach that fits our staffing and budget. Options discussed (no decisions yet) include:

  • A lean resident drop with clearly marked areas and limited daylight hours.

  • A DPW-only approach (Village use; chips may be made available to residents).

  • Closure with seasonal pickups (spring/fall).

Status & Updates

The site remains closed until further notice. Please do not leave material at the gate. Updates will be posted at the Village Office, Post Office, and Library.

Tree Policy

Overview

The Village trims or removes trees only where the Village is responsible—generally within the street right-of-way (ROW)—to keep streets safe and passable. Trees on private property are the owner’s responsibility. The Village does not work on private property except when a tree creates an imminent public-safety hazard.

Right-of-way (ROW) in plain English

There’s no universal “12 feet from centerline” rule. Most streets here are “streets by use,” so the public ROW is as wide as needed for public travel—the pavement plus the roadside features that keep the road safe (ditches, culverts, shoulders, sidewalks). Some streets have recorded deeds/easements that set exact boundaries; otherwise, limits are determined case-by-case during Village work.

If a tree is touching or could touch overhead power/communication lines, request utility tree work through NYSEG.

When to use the Village form
Use the Tree Concern form below (faster than voicemail) only if:

  • You believe the tree is in the Village street ROW, or

  • A private tree is creating a public-safety risk (e.g., falling/hanging limbs into the public way, imminent failure).

Do not use the form for trees near wires—use the NYSEG button/number above.

Overview
The Village maintains local streets and sidewalks to keep them safe and accessible. Otsego County maintains County Routes that pass through the Village, and the State maintains State Route 51.

Snow & Ice
During the winter months, residents should avoid parking on streets overnight so plows can clear the roads and sidewalks. Please shovel or clear around mailboxes and driveways after plows pass.

Sidewalks
Sidewalk upkeep is a shared responsibility. The Village repairs and replaces sidewalks as budgets allow. Property owners are asked to keep sidewalks adjacent to their property clear of snow, ice, and overgrowth.

Streetlights
The Village contracts with NYSEG for street lighting. If you notice a streetlight out or malfunctioning, you can submit it directly to NYSEG using their online form. Please include the nearest address or pole number if available.
